Celecom has Switched to Fastcom 12

FORS Telecom company, which is a part of FORS Group, today announced it has completed a project on the deployment of the new sole billing integrated system based on Fastcom 12 — a proprietary FORS solution developed for multiservice providers with the number of subscribers up to 10 mln. It was done in 9 months.

Celecom is a telco company, which provides, apart of traditional telephony, wide range of corporate services — software outsourcing, rent, cloud development and systems migration. Digital voice transmission and Internet access are provided to private and corporate customers.

Before, for billing tasks Celecom had used its own home-made systems and non-scalable out-dated systems of third-party vendors. As the company grew out, more needs were required, including reliability, redundancy and predictability of taxation and invoice issuing.

The choice of Russian full-featured integrative solution Fastcom 12 has proved its efficiency already now. Being highly competitive to the foreign systems by its functionality, this solution is more affordable by price, and could be implemented module by module.

At Celecom company there were deployed the following modules:

  • Telephone communication billing
  • Internet billing
  • Billing for affiliated telephone networks agreements
  • For technical record-keeping
  • For in-coming calls intelligent routing on RADIUS protocol.

For that, basic Fastcom 12 features were enriched by the intelligent routing module, enabling automatic selection of the telephone calls transmission optimal route. Dramatic effect will give routing optimized by the price/quality criteria.

«The main result of the project was the refined accounting of the full subscribers’ data, which serve as a ground for billing and invoicing. Bugs processing and billing performance increased several times. We insure in benefit from obtaining a reliable, flexible and easy tool for revenues management and control. It has fully met our business expectations», — remarks Nickolay Chekin, Celecom Operations Director.

The challenges of the project were the significant share of the chargeable telephone traffic, use of the multiple individual rate plans for the B2B-market, and accounting of the different types of the Inter-Operators Agreements.

It was the first implementation of Fastcom 12 deployed on Oracle Database Standard Edition, what enabled a visible project costs cut with the performance and functionality kept on the same level.

Apart from billing, there have been automatized the processes of sales pipeline; access to services; maintaining and technical support. Integration of Fastcom 12 with the other information resources provided seamless data exchange on subscribers, agreements, services, invoices and technical capacities, what reduced timing on claims processing and, therefore, raised the quality of service.
